Mohamed Abdel Jalil, Moroccan Minister of Transport and Logistics, presented a draft decree to tighten the rules for the use of motorcycles to transport goods and electric scooters. The purpose of the decree is to improve road safety and simplify administrative procedures for these vehicles.
The draft decree defines the terms “electric personal transportation” and “pedal-assisted electric bicycle.” Electric personal transportation is a vehicle without a seat intended only for transporting one person and not for transporting goods, and its speed is more than 6 km/h and less than 25 km/h. A pedal-assisted electric bicycle is a bicycle with two or more wheels and is equipped with an electric motor with a maximum power of 250W and can reach a speed of up to 25 km/h.

The decree obligated the owners of these vehicles to provide them with flashlights, a white front light, and a red rear light for safe driving during the day and night. The draft decree also specifies the weight, dimensions and specifications of vehicles designated for transporting goods.

The new rules aim to improve the safety of road users, especially in urban areas where motorcycles and electric cargo bikes are becoming increasingly popular. The rules will also simplify administrative procedures for these vehicles, making it easier for their owners to register and insure them.
