To put it bluntly: by mapping it. A moving folder is a document in which each data item (such as first and last name, dates of birth, income, etc.) indicates where it goes and how it gets there. So, through which connection to the database, from which provider, what is the name of this table and field, and who is responsible for all of that (preferably partitioning).
But that's not the problem here – I think that's a strange conclusion to have in the facility. It's not as if the EU (and other M365 customers) don't do this Known That, and the data they share with Microsoft, but more importantly, EDPS does not accept for granted that Microsoft may not and will not immediately hand over this data to the US government upon first request. This is also the point of Snowden's comment.
So, even if you set up a transfer folder that accurately lists Microsoft, and where every data item stored in it is also referenced in the Microsoft infrastructure, Until now This does not guarantee that your data will be handed over to the US government (at least that is what EDPS fears).
The Patriot Act has long been outlawed, but similar legislation to replace it has been passed in the United States. So I understand EDPS's concerns. But Microsoft (and Amazon, Apple, Google, and Meta) point out that European activities are legally and technically separate from US activities, and therefore they do not have to hand over their European customers' data into their European cloud infrastructure upon request.
